Where do I set the strategy’s resolution to work if the minute deltas on the coins are in the range of 1 to 5%?

These conditions can be set in the Filters tab of the strategy settings, using the following parameters:
Delta2_Type=1m (Select additional minute delta)
Delta2_Min=1 (Value of additional delta, not less than %).
Delta2_Max=5 (Value of additional delta in %).
